The Vatican is not a member of the European Union and their rules forbid its member-nations, which includes the Bank of Italy, from operating in non-EU countries unless adequate regulations are in place to counteract money laundering and the financing of terrorism.

In the July 2012 Moneyval report, the Vatican was given a pasing grade on transparency but a failing grade in seven key areas related to fighting money laundering. 
 
Not allowing tourist and visitors to use credit and ATM cards is costing the Vatican about $40,000 a day.
